Kuwait Civil ID Payment Fees 2026
The Public Authority for Civil Information (PACI) sets all Civil ID fees — always pay the exact amount shown at checkout, as the portal calculates the applicable total based on your specific case.
| Fee Type | Amount (KWD) | Where to Pay | Notes |
|---|---|---|---|
| Smart card renewal — expat or citizen | 5.000 | PACI / Sahel | Standard renewal fee |
| Plastic card — domestic staff | 2.000 | PACI / Sahel | Staff category only |
| Envelope / issuance add-on | 0.250 | PACI / Sahel | Auto-added at checkout |
| Replacement — lost or damaged card | 20.000 | PACI / Sahel / kiosk | Fixed charge |
| Temporary certificate | 1.000 | PACI only | Issued while card is processed |
| Home delivery — first card | 2.000 | PACI / Sahel | Per card |
| Home delivery — additional card, same address | 0.250 | PACI / Sahel | Each extra card |

Confirm current fees directly with PACI before paying, as amounts may be updated without prior public notice.
KNET is the primary payment method for all online Civil ID transactions. Cash payments are not accepted online or at kiosks — card payment is required across all channels.
How to Pay Civil ID Fees on the PACI Portal
The PACI e-Services portal is the fastest channel for civil id payment online and posts payments immediately in most cases.
- Go to the PACI website and open e-Services
- Select Civil ID then Fees Payment
- Enter your Civil ID number
- The system displays your dues — card fee, envelope add-on, any applicable fines
- Verify your name and the total before proceeding
- Select your bank, approve the OTP, and wait for the confirmation screen
- Download or print the receipt — you will need it for collection or home delivery
Do not close or refresh the page while the OTP is pending. A duplicate click during the OTP stage can trigger a second pending transaction that your bank briefly holds — wait on the payment page until the confirmation screen appears.

Paying via the Sahel app
The Sahel app provides the same Civil ID payment function for residents who prefer mobile.
- Open Sahel and go to Government Services
- Select PACI then Civil ID Services
- Tap Fees / Payment
- Enter your Civil ID number and verify the total
- Pay through the KNET gateway — the app generates an e-receipt on completion
Use Sahel when the PACI portal is under maintenance, when you are on mobile, or when you prefer in-app payment history for record-keeping.
PACI Self-Service Kiosks
Kiosks are positioned at PACI offices and select government locations across Kuwait — they serve as a reliable fallback when online channels are unavailable.

At a kiosk you can check outstanding dues, pay by card, and print a physical receipt. Some kiosks also support card printing for certain renewal cases.
Kiosks are card-only — cash is not accepted. Hours vary by location and are typically aligned with PACI office operating hours.
Use a kiosk if your bank’s 3-D Secure verification is failing online, if both the PACI portal and Sahel app are showing maintenance, or if you need a printed receipt immediately for a same-day collection.
In practice, if the KNET OTP SMS is delayed, wait on the payment page without refreshing. Most OTPs arrive within 60 seconds. If the page shows a timeout error but your bank has debited the amount, check your bank statement before attempting to pay again — duplicate payments require a support request to resolve and can take several working days to reverse.
When Fees Do Not Appear
Dues may take 24 to 72 hours to appear in the portal after a renewal request is submitted or a status change is processed. This is normal — the PACI backend posts charges in batches rather than in real time.
If nothing appears after 72 hours, re-enter your Civil ID on a fresh browser session or switch to the Sahel app — both pull from the same PACI database but occasionally sync at different times.
A name or amount mismatch on the payment screen means the portal has loaded a cached result. Reload the page and re-enter your Civil ID number before paying.
Payment for a replacement card after loss or damage follows the same steps — pay the 20.000 KWD replacement fee through any of the three channels, then proceed with the replacement workflow and bring your receipt for collection. For the complete renewal process including photo requirements and collection options, see our Civil ID renewal page.
You can also pay for a family member’s Civil ID using their Civil ID number with their consent — the receipt will list their personal details and should be kept for any delivery or collection appointment.
As of 2026, PACI does not accept partial payment of Civil ID fees — the full amount shown at checkout must be settled in a single transaction. Full details on outstanding fines and how they appear on the payment screen are on our Civil ID fine check page.
FAQs:
1.How do I know if I still owe Civil ID fees
Open the PACI e-Services Fees Payment screen and enter your Civil ID number. If dues exist, the portal displays an itemised breakdown with a Pay button. If the screen shows no dues, your case may still be processing — check again after 24 to 72 hours or run the same check through the Sahel app or a PACI kiosk.
2.How long does it take for Civil ID payment to reflect
Payment posts immediately in most cases. If the portal or Sahel app does not update after payment, wait a few minutes and refresh — the confirmation and receipt remain accessible under Payment History in both the portal and the Sahel app on the same day. Delivery or collection scheduling is a separate step and takes additional working days regardless of when the payment was made.
3.Can I pay Civil ID fees at a bank branch or exchange in Kuwait
No. Civil ID fees are paid exclusively through the PACI e-Services portal, the Sahel app, or PACI self-service kiosks using KNET or a debit card. Payment at bank branches, exchange houses, or third-party payment terminals is not a supported channel for Civil ID transactions. Contact PACI directly on 1889988 if you are unable to complete payment through any of the three official channels.
