The Civil ID is the official identity document issued by the Public Authority for Civil Information (PACI) to every person residing in Kuwait — Kuwaiti nationals, expats, and domestic workers. It is required for banking, residency renewal, government transactions, and healthcare. Cards are managed through the PACI portal at paci.gov.kw and can be renewed online, via the Sahel app, by telephone, or by SMS.

What Is the Civil ID and Who Issues It
The Public Authority for Civil Information (PACI) is the Kuwait government body responsible for all civil registration in the country. PACI was established in 1982 under Decree Law No. 32 and manages birth records, family records, and the issuance of Civil ID cards to all residents — citizens and expats alike.

Every person residing in Kuwait is required by law to hold a valid Civil ID card regardless of nationality, age, or visa type.
The Civil ID is not a travel document and cannot be used at international borders as a substitute for a passport.
Why the Civil ID Is Required in Kuwait
A valid Civil ID is required for almost every transaction in Kuwait. Banking, residency renewal, government healthcare, vehicle registration, real estate transactions, and employment procedures all require the card to be present and valid.
Kuwait law requires all residents to carry their Civil ID on their person at all times. Failure to produce it when requested by a police officer or government official carries a separate fine from holding an expired card — both violations result in penalties.
As of 2026, no Kuwait government ministry processes applications from individuals who cannot produce a valid Civil ID at the point of service.
Who Needs a Kuwait Civil ID
Kuwaiti nationals receive their Civil ID at birth and hold cards with longer validity periods. Expats receive a Civil ID after completing residency registration with their sponsor — the card validity matches the residency permit (iqama) duration.
Domestic workers are also issued a Civil ID under their employer’s sponsorship file. Children born in Kuwait to expat parents are registered under the father’s file. The father must register a newborn within 60 days of birth — failure to do so results in a 20 KWD fine.
New expats arriving in Kuwait do not hold a Civil ID until their residency processing is complete. Until the card is issued, most government and banking services remain inaccessible.
Civil ID Validity and the Expiry Date
The Civil ID expires on the date printed on the front of the card. PACI does not send automatic reminders when expiry is approaching — tracking this date is the cardholder’s responsibility.
For expats, the Civil ID expiry matches the residency permit duration. Renewing the residency permit triggers a Civil ID renewal — the two are linked but are processed separately.
The renewal window opens 60 days before the expiry date. Attempting renewal before this window opens returns an error on the PACI portal — the system will not process it early. Full expiry rules and fine amounts are on our Civil ID validity page.
Your Civil ID Number
The Civil ID number is a 12-digit identifier unique to each cardholder. PACI issues this number as the primary identifier across all Kuwait government portals.
The Civil ID number serves as the login credential for the PACI portal, the Ministry of Interior (MOI) traffic fines system, and all three telecom operators in Kuwait. It is not simply an ID reference — it is the key used to access your records across every government system.
The full breakdown of what each section of the number encodes is on our Civil ID format page.
Four Ways to Renew a Civil ID in Kuwait
According to PACI, Civil ID renewal is available through four approved channels:
| Renewal Channel | How to Access | Notes |
|---|---|---|
| Sahel app | Mobile application | Fastest method for most expats |
| PACI website | paci.gov.kw | Online form — available 24 hours |
| Telephone | Call PACI service line | For those without internet access |
| SMS | Text message to PACI | Basic alternative, limited functionality |
Renewal cannot be initiated more than 60 days before the expiry date. Submissions outside this window are rejected by the system automatically.
In practice, the Sahel app processes renewals faster than the PACI website during peak periods. The website experiences high traffic after public holidays and at the start of the school year — if it is slow or unresponsive, switching to the Sahel app completes the same transaction without the wait.
Civil ID Fees and Payment Methods
Civil ID issuance costs 5 KWD plus 0.250 KWD for the envelope. Home delivery of the card — handled by authorised courier companies through PACI — costs an additional 2 KWD and can be requested through the PACI portal after the card is issued.
All fees and outstanding fines can be paid online through the PACI payment portal using KNET. Cash payment is accepted in person at PACI offices.
Full payment instructions including KNET steps and in-person payment locations are on our Civil ID payment page.
Civil ID Status — What the Results Mean
PACI provides a card status check through paci.gov.kw under Electronic Services. The result shows one of three states:
Ready for Collection means the card has been processed and is waiting at the collection centre or with the courier.
Under Process means the application is still being handled — no action is needed unless it remains in this state for more than 14 working days.
Suspended means PACI has placed a hold on the card due to an outstanding fine, a residency issue, or a data mismatch. A suspended Civil ID cannot be cleared through the online portal. It requires an in-person visit to a PACI office with supporting documents to resolve.
Full instructions for all three status results and what to do in each case are on our Civil ID status check page.
When to Contact PACI Directly
Most Civil ID tasks can be completed through the PACI online portal or the Sahel app. However, certain situations require a physical visit to a PACI office.
A suspended card, a name discrepancy between the Civil ID and the passport, or a status that has not changed after 14 working days all require in-person resolution. These issues cannot be resolved by phone or online.
The official PACI inquiry telephone number is 1889988. This line handles status enquiries and can direct you to the correct department for more complex issues. For office locations, timings, and a full list of services, see our PACI guide.
FAQs
Is a Civil ID the same as a residency permit in Kuwait
No. The Civil ID and the residency permit are two separate documents issued by two different authorities. The Ministry of Interior (MOI) issues the residency permit and authorises your legal stay in Kuwait. PACI issues the Civil ID as your identity document. The two are linked in duration — your Civil ID validity matches your residency — but renewing one does not automatically renew the other. Both must be tracked and renewed separately.
How long does it take to receive a Civil ID in Kuwait
A new or renewed Civil ID typically takes 10 to 14 working days after the application is submitted and fees are paid. Processing times extend during high-demand periods such as after public holidays or during school registration months. You can check your card status at any point through the PACI portal without visiting an office or calling the service line.
What happens if my Civil ID expires while I am outside Kuwait
An expired Civil ID does not prevent re-entry into Kuwait if your residency permit remains valid. However fines will have accrued during the period of expiry and must be paid before most services become accessible again. If both the Civil ID and the residency permit have expired, contact your sponsor before travelling — re-entering Kuwait with both documents expired is a serious immigration matter.
What does it mean if my Civil ID application is rejected
PACI rejects Civil ID applications for missing or incorrect documents, mismatched information between the application and the civil records file, existing legal issues, or failure to meet the legal requirements for age, nationality, or residency status. Submitting falsified documents is a criminal offence under Kuwait law. If your application is rejected, contact PACI directly using the reference number provided and ask for the specific reason in writing before resubmitting.
Can I check someone else’s Civil ID status?
You cannot access another person’s Civil ID status, records, or civil registry information without legal authorization. The PACI portal requires the cardholder’s own Civil ID number to retrieve status information. Accessing another individual’s civil records requires official authorisation through the Ministry of Justice or a relevant court order — it is not available as a general public service.
